When we arrive in Valka city, from Rīga side, in the place where stray Semināra street, we can see the administration building of Valka city council. This original and beautiful building has been built in 1909, by order of lawyer Afner.  In Soviet time in this building was war commissariat. Last rebuilding were made in 1995, that here may work Valka city council. Now it is a administration building oc Valka city council but the main building of Valka council is in the Seminara street 9.
